Abstract
In Europe, health and social services reform of public healthcare is emphasizing collaboration between private and public actors. The need for radical change is widely recognized, although in Finland, related legislation is still lacking due to problems in reaching political consensus. However, with or without the new legislation, systemic changes are needed. Our aim in this paper, is to create an in-depth understanding of how transformation of the public health care system towards a more customer-oriented ecosystem can be orchestrated. In particular, we focus on new public procurement procedures. The way public procurers are interacting with the supply market is shifting from the purely transactional exchange towards more resource focused and collaborative exchanges.
